The framework agreement accounts for 50 percent of Skogforsk's budget. This agreement is the result of negotiations between the government and the forestry sector, with each contributing 50 percent of the total to cover the research which is included in the agreement.

The contribution of the forestry sector to the agreement is made up of two parts: 25 percent from fixed participant fees and 75 percent from a variable research grant. The latter is levied as a fee of 0,60 Swedish krona per cubic metre of harvested timber and pulpwood. The governtment contributes the remaining 50 percent of the framework agreement.  

Contract work, grants from various funds and income from informational activities make up 50 percent of the total budget.
